Introducción El reciente acuerdo celebrado entre Netflix y Comcast, la empresa de cable más importante de Estados Unidos, ha venido a poner bajo la lupa a las formas de comercializar los acuerdos de infraestructura de red bajo Internet. A esta transacción se le ha prestado demasiada atención por diferentes razones que trataremos de analizar. Algunos sostienen que el acuerdo comercial en cuestión viene a romper los lineamientos habituales bajo los cuales se desarrollan los acuerdos comerciales que involucran infraestructura de Internet; en tanto otros consideran que este acuerdo de infraestructura viene a afectar la neutralidad de red.     Tampoco debe desestimarse el impacto que ha tenido sobre esta transacción, el hecho que se haya anunciado justamente diez días después que Comcast haya manifestando su intención de tomar control sobre Time Warner Cable, la segunda empresa de cable más importante de EEUU involucrando a 30 millones de abonados de cable.   Las redes que conforma

Brussels, 27 February 2014 1 in 4 European internet users still experience blocking of internet content, study shows. 24% of European internet users say they are prevented by their providers from watching videos, listening music or using other applications of their choice, according to a new Eurobarometer survey of 28,000 citizens across the EU.
